Teachers in this situation might feel discounted/lack of empowerment by not being considered an integral part of the decision-making reality. Teacher might feel frustrated and angry.

Solutions:
Consider teacher union involvement. Consider sharing concerns with an administrator. Meet with teachers to assess their concerns pertaining to SBM. Then approach the principals; consider the possibility of a faculty meeting to discuss SBM, beginning docunagement on paper to be endorsed (what is and is not SBM) by the Union and school board. Compare how other schools implement site-based management. Assemble and distribute a handbook about protocol of SBM. Empower staff in making decisions for effective site-based management.
