SYSTEMIC POLICY ISSUE

Description:
The district doesn't seem to have a consistent policy on how to refer kids for ESL. In my building there are two first graders who the teachers want to refer. Special Education does not want to service these children. The kids aren't retaining anything. What should I do? I can't say who will be serviced. Both of these kids are non-English speaking.
