Situation/Case Study:

I am dealing with an ESL family whose student is not doing well. I can not get a hold of the family. There is no home phone, letters are not responded to even if sent in Spanish. The student does not seem to be trying. The family is new to this area and to English language. What strategies can I use to contact the family and help the student?
