SYSTEMIC POLICY ISSUE

Description:
Student does not understand English, speaks less of it. Teacher has provided books and student helpers to support the student in language arts class. The student's need is greater than what either of the two attempts mentioned above can address. Lack of funding in District limits any help for this student. Another teacher feeling helpless and another student left to sit-through classes they do not understand.
