SYSTEMIC POLICY ISSUE

Description:
How do I keep parents satisfied while trying to follow District guidelines regarding "PAC" students? Parents demand one-on-one attention and other resources that the teacher has no access to. 200 students in the program is unreasonable. Parents want old program. Inclusion framework not working. Teacher is helpless in front of parent anger. How do I state the problem so I am not judged ineffective?
