Emergency and Campus Security Procedures
The Department of Public Safety (DPS) is available for service and emergency response on a 24-hour basis. Any student, faculty member, staff member or visitor may call Public Safety at (651) 690-8888. All members of the university community are encouraged, and employees are expected, to report any criminal acts or violations of university policy. Public Safety officers will respond immediately.

In case of fire, medical, or police emergencies, you may call Public Safety at (651) 690-8888, or 8888 on campus. However, if, you believe it to be imperative to dial 911, you may call directly. Public Safety will be immediately notified of your call and your location, and will also respond. Please remember that if you call 911 directly, you will need to provide the 911 dispatcher with information about what access point emergency personnel should go to in order to obtain access to an emergency on either campus, and then offer precise directions from that entry point to your location. If DPS is called first, the DPS dispatcher will provide this information to the 911 dispatcher.

1. Fire Emergency
In the event of a fire, pull the nearest alarm box and evacuate the building. Call DPS at (651) 690-8888 to report the fire, and they will call 911.

2. Medical Emergency
Call DPS at (651) 690-8888, and they will call 911 for an ambulance and will also respond to the scene of the emergency immediately

3. Police Emergency
Call DPS at (651) 690-8888, DPS officers will respond immediately and contact the police as appropriate.

Physical Plant Emergency
Call DPS at (651) 690-8888, and they will respond immediately and call Environmental Services.

Emergency Weather Procedures
All members of the university community should be prepared to react to severe weather situations while on either campus. The National Weather Service siren will sound in the event of a tornado warning or severe thunderstorm warning accompanied by straight-line, tornado-force winds. At the sound of the siren, all members of the campus community should seek a place of safety, typically the basement or first floor of the building away from windows. The cessation of the siren is not the all clear signal. Tune in to radio station WCCO-AM (830) for continuing information about weather conditions.

Incidents
All incidents of criminal behavior will be investigated. DPS will refer the incident and/or victim to other campus departments as appropriate. In all cases, victims will be encouraged to contact local law enforcement authorities; DPS can assist in that process.

DPS officers act as agents of the university while they are on duty. DPS officers are able to detain alleged perpetrators of criminal acts through citizen arrest for transfer to Minneapolis or St. Paul police. DPS officers provide escort service to any member of the campus community or visitor on a 24-hour basis to and from any on-campus location. DPS staff are also available to present programs related to personal safety.

Report suspicious persons or activity
University facilities are designed for use by members of the university community only, to include students, faculty, staff and sanctioned visitors. People not fitting this description should be reported to the DPS and are asked to leave campus. Administration and classroom buildings are accessible to members of the campus community during hours designated by the university for office, classroom, laboratory or project work.

Guns on Campus
The policy of St. Catherine University has always been to prohibit guns, rifles, and all other weapons on our campuses. Campus “property” is defined as the physical places of business, and includes but is not limited to: all buildings, driveways, streets, sidewalks or walkways, parking lots, parking garages, and other parking areas, as well as university vehicles. This prohibition includes students, faculty, and staff, as well as vendors, sub-contractors, and visitors.

Anyone encountered on campus with a weapon will be directed to leave campus immediately. It is our view that the safety and security of our students and staff mandates that we continue to do all we can to preserve this safety and maintain a safe haven for learning. St. Catherine is a peaceful community dedicated to non-violence, and the introduction of guns will not be tolerated.

Building Access
Specific building schedules are available from the DPS on a semester basis. All residential areas are locked to any outside public other than floor or building residents. Residents access residential areas through personalized card access. All visitors must be escorted by a resident at all times.

Campus Closing Information — Weather
On occasion, circumstances arise that may result in canceling classes at the university. Conditions such as fire, wind damage, power failure, snow/ice, severe cold and high winds or other natural disasters are some examples of such circumstances. When conditions exist that may result in canceling classes at St. Catherine, listen to WCCO-AM (830) for school closing announcements. Pay careful attention to whether day classes (beginning before 4 p.m.) or evening classes (beginning at 4 p.m. or later) or both are announced as canceled. You also may call (651)-690-8666 (the college emergency information number) for information.

Each St. Catherine campus uses a different procedure; canceling classes at Minneapolis campus does not necessarily mean the St. Paul campus will cancel classes, too. Announcements specifically pertaining to each campus will be made.

Clinical Sites
If conditions are questionable and you are uncertain about starting out for a clinical site, call your clinical supervisor, program director or the switchboard (as directed by your program director). Even if classes are not canceled and you determine that the prevailing conditions are unsafe, the notification procedure is the same. You are ultimately responsible to determine whether or not it is in your best interest to start out for the university or a clinical site. If your program director agrees that your circumstance was unsafe, then you will not be charged for makeup. If school closes after you arrive at your clinical site, realize that the university's first concern is your welfare. The university is concerned about your responsibility for the patient or client. With these two issues in mind, your instructor or the clinician in charge will arrange an appropriate course of action as to when you leave the facility. If, under stormy conditions, you arrive at your assigned clinical site and the instructor has not arrived, and there is no message about how to proceed, you are to call your program director for instructions. If the program director cannot be located, leave a message at the campus switchboard asking instructions. If you still receive no response, confer with the clinical staff member in charge. If you have any other questions, please direct them to your program director.

Campus Security Report
The Office of Student Affairs and the Department of Public Safety make copies of the Annual Campus Security Report available to all students, faculty and staff via the St. Catherine University Website, Kateway and the St. Catherine internal communication system (Lotus Notes), as well as to all prospective students and employees. This same report is made available on paper at the following offices: Office of Student Affairs, Department of Public Safety, Admissions and Human resources.
