Annual Security Report
St. Catherine University is a community of two residential campuses: St. Catherine University, St. Paul campus and the St. Catherine University, Minneapolis campus. St. Catherine has a total enrollment of approximately 5,200 students. The university also employs about 900 faculty and staff who work on both campuses.
St. Catherine University takes seriously the safety, security, and welfare of its community members. The Public Safety department is dedicated to providing a safe and secure environment for all university members on both campuses. This security report is made available by the Office of Student Affairs and the Department of Public Safety to all students, faculty and staff via the St. Catherine University website and the St. Catherine internal communication system (Lotus Notes), as well as to all prospective students and employees. This same report is made available on paper from the following offices: Office of Student Affairs, Department of Public Safety, Admissions and Human Resources. Office Locations
St. Paul Campus - Located in the center of campus just behind Derham Hall and is accessible 24 hours a day, every day of the year.
Minneapolis Campus - Room. 234 Old Main.
A central public safety dispatch office receives all calls made by any campus community member. Public safety officers provide emergency and non-emergency response 24 hours a day on either campus. University community members are expected to cooperate and work closely with the public safety staff to develop and maintain a safe and secure environment. If you believe appropriate security measures are not being followed as outlined in this brochure, or that the university's security and/or its members are being compromised, please call Ext. 8888.
All public safety officers are unarmed and have citizen-arrest authority. Officers are trained to use basic first aid, CPR, self-defense, confrontation skills and force when necessary. They are also trained to properly handle evidence and to be sensitive to the needs of sexual assault victims.

COMMUNITY REPORTING RESPONSIBILITY AND INSTITUTIONAL RESPONSE
To develop a truly safe campus, the university expects students, faculty, staff and guests to assume responsibility for their own personal safety and the security of their belongings. The university encourages campus community members and guests to report promptly and accurately any suspicious or criminal activities you may see. Institutional personnel, in addition to the public safety staff, can assist you in notifying the authorities of criminal activities.

Emergency phones are located in the main entrance of each campus building. Also, sixteen emergency call boxes are located throughout the St. Paul campus. They are located as follows:
Three on the north end of the O’Shaughnessy parking lot.
One on the pathway connecting the O’Shaughnessy parking lot with the central campus.
One at the Water Tower
One in the South Powerhouse parking lot.
One at the entrance of the Guest parking lot.
One at Gate 3
Two in the South Library Lot (north and south ends)
One on the path from the South Library Lot to Rauenhorst/Morrison Halls
One East of CdC on the path between the Butler Center and CdC
One at the Southeast corner of the Music Building.

These call boxes provide a direct dial line to the public safety dispatcher or to officers’ radios in the field.
Upon receiving a call, the dispatcher will gather pertinent information and dispatch a public safety officer to the location. The responding officer will investigate the activity and, if appropriate, complete an incident report. In addition to suspicious activities, all reported violations of university policies or state and federal laws are documented in incident reports. The Department of Public Safety maintains these reports. When necessary, the local police department will be called in to assist with, or handle, an incident. The Department of Public Safety provides information concerning public safety and crime-related matters openly to the campus community. The university also maintains a positive working relationship with law enforcement agencies and other metropolitan area colleges and universities.
All employees, whether faculty or staff members who become aware of an alleged violation of university policy, student code of conduct, or criminal law should report the allegation to their supervisor and public safety. The following people with significant responsibility for student and campus activities (excluding counselors) must report potential criminal activity of which they are aware to campus public safety: Academic Deans, the Vice President of Enrollment and Dean of Student Affairs, Associate Dean for Students and Multicultural Education, Associate Dean of Student Affairs, Associate Deans of Admissions and Financial Aid, Department Chairs (Academic and Administrative), Director of Human Resources, Registrar, Vice Presidents and President.
BUILDING SECURITY
Facility use is restricted to St. Catherine staff, faculty, students, alumni and authorized guests. Except for residence halls, most campus facilities are accessible to authorized university members during normal business hours, designated evening and weekend class hours, and special events. Normal St. Paul campus business hours are 8 a.m. to 4:30 p.m., Monday through Friday. Minneapolis Campus business hours are 8 a.m. to 6 p.m., Monday through Friday. This excludes holidays and times when the university is officially closed. Public Safety officers check and lock daily, (at predetermined times), all academic buildings. All residential areas at St. Catherine are locked and inaccessible to anyone other than floor or building residents, 24 hours a day on both campuses. Residents may access residential areas with their electronic access card. Residents must escort visitors at all times.
The Department of Public Safety regularly checks all residence hall exterior doors to ensure the doors remain locked. If you notice an unlocked or propped door that should be locked, immediately report the location to the Public Safety Department at Ext. 8888.
Lost keys should be immediately reported to the Department of Public Safety at Ext. 8888. Resident students should additionally report lost keys to the Residence Life Office. Locks may be changed any time a student loses her or his room key.
CRIME PREVENTION
The University offers crime prevention and campus public safety procedures seminars to students, faculty and staff on both campuses early in each semester. Public safety officers also conduct personal safety seminars for student groups, at the group's request, any time during the year. In addition, public safety staff trains resident adviser staff on general public safety and emergency procedures, including how to report criminal behavior and incidents. Resident advisers are required to review these procedures with residents. The Department of Public Safety also provides written information to the campus community through handbooks, brochures, The Update and postings. Printed crime alerts are posted on The Update and the Department of Public Safety website when serious incidents or crimes occur on, or in the vicinity of, either campus. In addition, the University campus alert system is used to alert the campus community about emergencies on or affecting the campus community. St. Catherine University Department of Public Safety works closely with public safety personnel at the University of St. Thomas, Macalester University, Augsburg University, Hamline University, and Fairview-University Medical Center to increase public safety on both University of St. Catherine campuses.
ESCORT SERVICE
The Public Safety Department provides escorts for students, faculty and staff on both campuses, 24 hours a day, seven days a week. Escort service is provided within campus boundaries on the St. Paul campus and escorts travel the Riverside area on the Minneapolis campus.
REPORTING GUIDELINES, POLICIES AND DEFINITIONS
The Crime Awareness and Campus Security Act of 1990, the Higher Education Act Amendments of 1998 and the Hate Crime Statistics Act requires the university to report the number of offenses occurring in the categories named below. In addition, the Higher Education Amendments of 1998 require that we also provide statistics on the number of arrests by St. Paul Police and Minneapolis Police Departments and the number of referrals for alcohol, drug, or weapons related violations. These statistics in this report were annually computed from January 1 to December 31, 2007.
The Higher Education Act Amendments of 1998 require institutions to report incidents of specific types of crimes by specific location of the incident. Starting in 1999, St. Catherine University records incidents in the following categories: On-Campus (non-residence hall), Residence Halls, Off-Campus (non-public property), Non-Campus Property and Public Property. Prior to 1999, the data reported is reflective of the requirements for those years.
The statistics presented below contain all crimes reported to the university's Public Safety Department, or the St. Paul or Minneapolis police departments, that have occurred on both campus properties (and additional areas as defined by new regulations). St. Catherine University does not have off-campus student organization housing recognized by the institution nor does it own or control off-campus housing facilities.
The definitions listed hereafter are taken from the Federal Bureau of Investigation Uniform Crime Reporting (UCR) Handbook and the Higher Education Act.
Murder: the willful (non-negligent) killing of one human being by another.
Manslaughter: a) Non-negligent manslaughter - The willful (non-negligent) killing of one human being by another. Negligent - The killing of another person through gross negligence
Sex Offenses: a) Forcible sex offense - any sexual act directed against another person, forcibly or against that person's will; or not forcibly or against that person's will where the victim is incapable of giving consent. Forcible sex offenses include forcible rape, forcible sodomy, sexual assault with an object, and forcible fondling. b) Non-forcible sex offenses are acts of "unlawful, non-forcible sexual intercourse." They include incest and statutory rape. Depending on the circumstances, acquaintance rape could be either a forcible or non-forcible sex offense.
Robbery: the taking or attempting to take anything of value from the control, custody or care of a person or persons by force or threat of force or violence and/or by putting the victim in fear.
Aggravated Assault: an unlawful attack by one person upon another for the purpose of inflicting severe or aggravated bodily injury. This offense is usually accompanied by the use of a weapon or by means likely to produce death or great bodily harm such as apparent broken bones, loss of teeth, possible internal injury, severe laceration, or loss of consciousness. An unsuccessful attempt to commit murder would be classified as aggravated assault. It is not necessary that an injury result from an aggravated assault when a gun, knife or other weapon is used which could and probably would result in serious personal injury if the crime was successfully completed.
Burglary: (breaking or entering) the unlawful entry into a building or other structure with the intent to commit a felony or theft. Note that forced entry is not a required element of the offense. Thus, a burglary offense will be considered to have occurred for reporting purposes so long as the entry is unlawful, i.e., it constitutes a trespass (even if it was accomplished via an unlocked door or window). Included within this offense are unsuccessful attempts where force is employed, or where a perpetrator is frightened off while entering an unlocked door or climbing through an open window.
Arson: Any willful or malicious burning or attempt to burn, with or without intent to defraud, a dwelling house, public building, motor vehicle or aircraft, personal property of another, etc.
Motor Vehicle Theft: the theft or attempted theft of a motor vehicle.
On-Campus: Any building or property owned or controlled by an institution within the same reasonably contiguous geographic area and used by the institution in direct support of, or in a manner related to the institution's educational purposes. These buildings include residential halls, any building or property that is owned by the institution but controlled by another person, those frequently used by students and those that support institutional purposes such as a food or retail vendor.
Non-Campus: includes any building (or property) owned or controlled by student organizations recognized by the
school; and any building or property owned or controlled by the school, that is not within the same
reasonable contiguous area.
Public Property: Public property is defined as the area that is within the same reasonably contiguous geographic area of the school; or is adjacent to a facility owned or controlled by the school, and the facility is
used by the school in a manner related to the institution's educational purpose.
Residence Halls: All residence buildings including residence halls and apartments. For St. Catherine's Minneapolis campus, the, residence halls include the four residence floors in Old Main.
Additional categories of manslaughter (negligent and non-negligent) and arson were added to this report beginning with 1999 data.

The Office of Postsecondary Education provides the public access to all posted statistics as required by law. MISSING PERSONS NOTIFICATION POLICY
"In compliance with the August 2008 revisions to the Higher Education Opportunity Act (HEOA), St. Catherine University has established a missing persons notification policy for students who live in on-campus housing.
Students residing on campus have the right to identify an Emergency Contact person(s) in the event that the student should later be determined to be a missing person. Resident students can submit up to three individuals to serve as their emergency contact person(s) through the Office of Residence Life by completing the "Residence Life Emergency Contact Form."
The university will make every effort to notify the designated emergency contact person(s) on the Residence Life Emergency Contact Form within 24 hours after determining that a student is a missing person.
Contact the Office of Residence Life, Office of Student Affairs or the Department of Public Safety with questions regarding this policy."
ALCOHOL AND DRUG POLICIES
St. Catherine University recognizes that alcohol and drug use can create health, safety and legal problems. The university is therefore committed to maintaining a safe and healthy work environment, free from unlawful use of alcohol and drugs. The unlawful or unauthorized possession, use, consumption, sale or distribution of illicit drugs and/or alcohol by St. Catherine students and employees on the university's property, or as a part of the university's activities, is strictly prohibited. This policy applies to all full-time and part-time students and all full-time and part-time employees, including faculty, administration, exempt and non-exempt staff, union employees and any student employees and interns. DRUG AND ALCOHOL COUNSELING
Professional help and referral for students, faculty and staff concerned about alcohol and drug use is available from St. Catherine's Counseling Center (690-6805); St. Catherine, Minneapolis Counseling Center (690-7747); St. Catherine Health and Wellness Center (690-6714); and the university's Department of Human Resources (690-6565). SEXUAL VIOLENCE POLICIES

SEX OFFENDER NOTIFICATION
The Federal Campus Sex Crimes Prevention Act, effective October 28, 2002, requires institutions of higher education to issue a statement advising the campus community where law enforcement agency information provided by a state regarding registered sex offenders may be obtained. It also requires sex offenders already required to register in a state to provide notice of each institution of higher education in that state at which the person is employed, carries on a vocation, or is a student.
The Minnesota Bureau of Criminal Apprehension administers a predatory offender registration and tracking program.
